Steahly +15oz not firing ignition

Hello,
I bought a Steahly 517H which is the +15oz flywheel for a 2004 crf250r. The guy said it came of a fully functioning 2007 crf250r. After putting it on, took it out to the mountains and couldn't get it to start. Had huge paved hill to try bump and it just sounded like a jake brake. No firing at all. Checked/cleaned carb, checked valves and they are in spec. Put new pilot in. Put new plug in. Got one good blue spark on the old plug but that was it. Couldn't get it to spark again. No spark at all with new plug.
Finally put OEM flywheel back on and fired up first kick. I have another 9 oz steahly flywheel that looks very much the same...no removeable magnets that look like they could get bumped off. This weekend I'm going to put the 9 oz on and see if it fires. But it is my sons bike and I'd really like him to have the +15oz. I'm at a loss of ideas because the flywheel is keyed (no damage) and the timing is one for the flywheel and the little gear down on the right side. It is magnetized when touching it on the inside with a screw driver.
Any ideas/suggestions would be much appreciated!
