I am looking for a new exhaust, pipe and header for my 230f and was wondering how much of a difference in noise and power output between a FMF Q4 and a Powercore 4.

The Q4 produces less noise at the expense of power. The PC4 produces more power at the expense of more noise. Neither is significantly more or less in either category. I would also recommend you consider the Pro Circuit T-4:

I would choose Powercore because it can be run with spark arrestor, without spark arrestor or with a quiet insert.
