2007 CRF250 hard to kick start

Hello everyone. New to the forum. I have been working on a customers bike for quite some time, and I'm having a hard time trying to diagnose the problem.

It's hard to kick start. Cold or hot. Originally the bike came in for a tune up, hard starting, and backfiring issue. The backfiring was really bad, but is ok now. The carburetor was not gummed up, but the accelerator pump was not working well. The floating valve on the slide was worn and the seal was deteriorated around the edges.

Here's what I've done so far.

Shimmed valves. Double and triple checked.
Rebuilt carburetor with new floating valve, accelerator pump and finger fuel screw. Pump is working. Factory jets and screw settings(bike is bone stock).
    New fuel.
Hot start plunger working properly-not sticking.
Full tune up- air filter, spark plug, fluids, etc.
Leakdown test held 99-100% pressure @100psi.

One day it it will start without a problem, cold or hot. Hard to start the next day. Bump starts easily. Once started, it runs fine.

I've had a few sleepless nights over this. Anyone have any ideas? #-o
