2005 honda crf 250r not starting. URGENT!!!!

Hello can someone help please.
I recently changed the exhaust rocker arm in my 2005 honda crf 250r because the arm got damaged because of low oil. After changing the rocker arm i replace the engine oil and gear oil and the motorcycle took about two kicks to start. On the same day i road the bike around and shut it off on the beach the motorcycle would not kickstart back on neither jump start. I opened the engine again to inspect for any loose parts or anything out of the way and assembled it back that same day and it kicked over and started and ran regular again as if nothing was wrong. The next day i started it fine took it for a ride and the same problem occurred it wouldn't start back up by kickstarting or jump starting when i kick it it sounds as if it wants to start but it wont. Can someone please help me :(!!!! also another thing before i got the part to change the damaged rocker arm i left the bike out in rainy weather conditions would the rain cause any electrical shortouts or could it have damaged the CDI spark unit ignitor?

have you checked our valve clearances? your description of the starting issue is classic tight valves. also, if you needed to replace the rocker as a result of oil starvation did you also look at the shim buckets and cam for damage? every head we've seen that's been oil starved and ran long enough without oil to ruin the rocker also ruined the buckets and cam.

ill get the shim buckets checked and see what the outcome is
