The throttle is moving, just seems to slow about half way back from full open. I can twist the throttle wide open, let go of the throttle, instead of snapping back it does a slow return to half way, slows almost to a stop, them picks up a little speed before returning to the idle potion.

I would remove the throttle tube from the bars and make sure the cable was not pinched or binding, try the throttle return with it off the bars.

Then go with some of the other suggestions in this thread. Make sure the throttle is not rubbing the bar end. Loosen it and pull it out just a bit, retighten and try it. Clean and lube your throttle. If you had your tank off, then make sure the cable isn't kinked somehwhere. Lube the cable. Don't use WD40, use a good cable lube.

Any reason this throttle would start binding when I didn't do anything to it?
I'll try some of these suggestions

You were into your carb, that's not exactly nothing. You may have bound the cable. If the cable is free then remove the top of the carb and make sure everything there is in order.

I think the problem is u have the cables out of adjustment, when u put it back together if u didnt set the adjustment nuts back to where they were , it will return slowly

What u need to do is look at the cables where they go into the side plate of the carb, ,one cable is a pull the other is a push , loosen both cable lock nuts till the throttle responds like it should then tighten them down, when finished u should have a slight bit of play at the throttle grip(1/4" or less)
