welcome to CRF's Only. what leads you to believe the timing chain has stretched? if it is the original chain, time to change it regardless.

i dont really know for sure i just wanna rule it out i have put the carburetor back to factory from the last owner and cleaned it, stopped the backfiring for the most part and took it for a ride on the track, the next weekend started it and had a blue backfire come out of the tail pipe. the valves are still in spec but will need to be changed shortly, fuel filter is good air filter has been cleaned, i am at a loss :?

the stock jetting is most likely lean and will cause decel popping. get the JD jetting kit we offer and get the jetting spot on and work from there. definitely check the timing and the valve clearances. if either is off it won't matter what you've done to the carb.

fuel joint? do you mean the petcock or do you really mean the "fuel joint set" on the carb? if the latter, it is likely the o-rings. if they are not damaged you may be able to get them to expand by soaking them overnight in ATF. then make sure you use a quality waterproof grease on them when installing. in either case, time to replace them. these come in the gasket set:
