It sounds like you have air in the system , it needs to be "burped/bled" of air , its a closed system similar to your car , you should get fluid from the drain hole (the bottom water pump bolt with the brass washer)
(sometimes you won't get fluid when the engine is off unless you loosen the radiator cap to break the vacuum)
Make sure the radiator is full , then start it and let it idle (only for a minute or so) , while its idling , crack the drain bolt on the water pump cover loose , and you should get some air , then fluid , when you get a lot of fluid , shut the bike down , let it cool for a few , then pop the radiator cap and top off the rad , then repeat , it should start flowing fluid from the bolt (just slightly loose , don't remove it) , what you are doing is bleeding the system just like your bleeding brakes , try that and see if it fixes the issue , and report back
