I bought it new and it's never idled right. In the past few years it's been rode very little. Last year it would want full choke for a few minutes then finally run really well with no choke. This year I can get it to run with the choke on fairly well and when it warms up and I flip the choke down it really runs well for 10-15 seconds or so then it dies. I need to let it cool down and then the same thing happens all over again. I took the gas line off the tank selector and tried to drain it but it just dribbled out. I then syphoned it out and put fresh in with some seafoam with the same result. Is it time to take the carb off and have it cleaned ( I've never cleaned a carb ) ??

Yes, carb sounds like a problem. Pilot is clogged. Buy a new one it's eaiser than cleaning. You can clean it but it's not worth the hassle and possible rework. That would be my first plan of attack.
