It’s not hard. It will cost about $500 in parts plus insurance and fees.
The bike must have an approved head light with high beam, one mirror, tail light with hand break and foot break switch. Turn signals. Proper tires License plate etc…
I don’t know all the exact details but yes it can be done.
As far as riding on the street you will definitely need to change the gearing. Install a larger front sprocket and a smaller rear sprocket or you just wont get the top end speed needed.
