Just another follow up on the “full power parts†in the pursuit of detailed information from Honda.
I wrote to Rick Sieman last year at off-road.com the author of the 230F project bike articles.
Unfortunately he did not have a copy of this TSB either.
Here is what he wrote posted in part 9 of the 230 project build.

First off I'd just like to say thinks for your articles on the 230. They have been very helpful to myself and other 230 owners alike. I have performed the uncorking of the 230 and I'm very pleased with the results and your guide made it so easy.
Recently I was asked if this procedure was recommended or originated by Honda. I could not answer for sure but said I thought so. I have been digging for information on this at my Honda dealer and on the net. All I have come up with is a reference to a TSB number 110102 dated 11/1/2002 titled FULL POWER PARTS. HONDA NEWSLETTER.
Do you have the actual text from Honda? A PDF maybe? If so would/could you send me a copy?

I don't have the copy from Honda, but the Full Power kit has been around and sold by Honda dealers since 2003.
